The major institutional events of the autumn
At the beginning of September, the European Union’s European agenda is full of parliamentary activity, with the resumption of plenary sessions, press conferences and the management of complex trialogues between the various institutions. The European Parliament’s priority is the implementation of the rule of law conditionality regime, which concerns the allocation of budgetary resources according to respect for fundamental values (sources: S&D, EPP). This institutional debate comes after a series of sessions which have highlighted shortcomings in certain Member States, where freedom of the press, judicial independence and minority rights are under threat. In this respect, the European Left supports the idea of greater conditionality and reinforced democratic control over the use and distribution of funds, against any form of authoritarian or clientelist drift, prioritising social justice and the climate.
Mobility, defence and solidarity: greater coordination
In addition to the budget debates, the new institutional year is marked by greater coordination between the committees on military mobility and strategic defence investment. This remains a crucial issue in the current geopolitical context, with the war in Ukraine, proven Russian interference and rising tensions at the EU’s borders. The report referred to in Parliament proposes a cross-cutting approach combining civilian and military security, with a strong requirement to respect human rights in all operations. In addition to this European agenda for September 2025, there is the follow-up to COP30 in Belém, Brazil: Europe’s commitment to climate justice, the inclusion of workers and support for the public sector in the ecological transition. Progressive forces are calling for a close link between the social struggle, the climate and collective defence issues – the only way out of the neoliberal straitjacket and the only way to strengthen concrete solidarity.
